Down in Old San Juan, in the middle of everything and the larger piers area, there is the Sheraton..you are within walking distance to shops, and restaurants, and if you are there on a Saturday, they used ot have a craft fair, right by the fountain, and welcome center. This hotel aslo has a casino...

I have stayed at the following hotels by the airport. Hilton, Marriott, and Embassy Suites. They all are very nice; have good facilities; Marriott and Hilton have their own beaches; Embassy Suites is not on the beach; Embassy does have a Outback Steakhouse inside; and either the Hilton or Marriott have a Ruth Chris Steakhouse.

Yes, the Sheraton is great and caters to cruise passengers. (it's not close if you are sailing with RCL though as they sail from another pier.)
I have stayed at the Hotel Milano in Old Town twice and have been happy with it. Not as nice as the Sheraton, but local with atmosphere and far from seedy.
