In PV I would recommend a place near the opening of Mismaloya Beach. I believe it is called El Morro or El Arco, not to be confused with Los Arcos in Cabo. It is a local landmark in which a rock formation juts out of the bay and has a tunnel through it. I have been told that the water stays around 80 degrees here year round. I have only snorkeled here once and it was in March and the water was nice. However, I live in Los Angeles and anytime the water temp is above 70 degrees I think it is great.
the run-off was nil and the water was clear. This will vary depending on rain and storms.
We will be snorkeling in La Paz next week. Was told by our tour guide to bring wet suits, as the water temperature is expected to be in the mid 60's range. While I find that temperature to be acceptable, others who are not used to it might not. My favorite snorkeling sites in Cabo are Chileno Bay and Bahia Santa Maria. Both beaches are located along the "corridor", between Cabo and San Jose Del Cabo and have easy shore access. With reference to Puerto Vallarta, tried snorkeling once at Los Arcos and was very disappointed (poor water visibility and lots of jellyfish).

I don't know about Cabo, but I own a timeshare in Puerto Vallarta. I go in October each year, it is great. The water is a little murky in October, but huricane season is just getting over and the rivers that empty into the ocean are real muddy. It is still fun though. There is a rock formation in Puerto Vallarta that is popular for snorkeling. It is called Los Arcos. My husband and I went on a "booze cruise" on the Sarape boat. We had alot of fun. They took us to Los Arcos to snorkel, then to a couple of beaches that are only accessible by boat. Another adventure is to go on the Canopy Tour. It is a swingline through the jungle. You do alot of hiking, so be prepared if you go. Hope this helps.
I just went snorkeling two weeks ago in Cabo and it was marvelous. Lots of fish and clear as a bell. The water was fine. Have fun and enjoy. BTW we did the Pirate ship excursion and snorkel, I highly recommend it. We were on the 15 day Regal Princess Panama Canal trip in Dec.
