Triple Play Chips

Does anyone know what the deal is with these chips? I see you can buy $15 in chips for $10, but there must be some restriction.

You can only buy the $15 for $10 only once. But your cabinmate can also buy $15 for $10. You use them on the gaming tables: craps, blackjack, etc. They disappear as fast as the real chips do.
