i remember getting the colored tags. Maybe I'll get them at the pier...
You might want to contact NCL and get some direction. I would hate to get to the boarding area and not have tags. If on the otherhand you can drag all your luggage with you then you don't need the tags. I would not leave my luggage at the luggage check in without the proper label and color.
We received the stickers for both of our NCLcruises, in with the rest of our documents. We did end up upgrading our 2nd cruise after our documents were printed, however, and didn't receive new ones prior to our departure. We contacted a porter at the pier, and he was able to locate blank ones easily that we just wrote our new cabin number on.
When you go to check in, simply locate a porter, and tell them that you didn't receive luggage tags. Have your boarding documents available to show them, and I'm sure they can either print them or give you blank ones to complete.
You definitely should have received your color-coded baggage tags with your docs. I'm afraid that your TA isn't doing its job when they tell you to "get them at the pier". NCL normally supplies 3 tags per person, with the document package, and we don't like to leave home without them. Check back with your TA and kick some butt, Paulett!
