We were on the Ocean Princess in December and they did have a passenger talent show the last night of the cruise. I know they had sign-ups and practice a day or so before. We missed that show, but on our last cruise, the talent had a few minutes - about the length of a song - but I guess it would likely depend on the act. I say go for it!!!
There have been talent shows on my most recent Princess cruises. You have to sign up, bur from what I understand they do audition you too to make sure it is appropriate (eg. there really is "talent," not offensive, not the same thing 5 other people are doing). I've never seen a belly dancer and doubt you would have much competition on board in that department so I suggest you bring your costume and prepare a tape, maybe 4 minutes long (or be prepared with other lengths just incase), and be ready to wow your fellow passengers!
