The default amount is $10.00 per passenger per day, but the purser's desk will change it to whatever amount the passenger wishes upon request -- including to zero for those who prefer to tip in the traditional way.

Just jumping in here. The suggested amount for traditional tipping is $3.50/day/person for the room steward and waiter and $2/day/pp for the assistant waiter. Then there is less suggested if one wants to tip the head waiter or Maitre'd. If you add up those numbers, they come to $9.00 so the other $ of the ten that's charged to one's room most likely goes to them.
What I was disappointed to find out is that these tips are shared. So if one has a really good waiter and wants to reward them, they can't keep that money but have to share it with possibly some lousy wait staff people. I think that's a poor policy that doesn't promote giving people the best service.
