Default NO lifebuoys on ship's upper decks

I saw a 45 minute video on THE TRAVEL CHANNEL of "The World" cruise ship. They showed the swimming pool, golf green, tennis court area and NO LIFESAVING FLOATATION DEVICES WERE VISABLE !

What regulatory idiots decided that lifebuoys aren't needed on these decks?

They tell you during the safety drills that if someone goes overboard, you're supposed to yell, "man overboard!" then throw a lifebuoy to the victim and call the bridge. You're supposed to do that at sea or at port. Even when someone falls from another ship.

What type of life-saving device are you supposed to throw when nothing is there? YOURSELF?!

#1 on any cruise ship there is not any lifesaving devices on the upper decks, I knwo on Princess ships they are located around the promenade deck which is much closer to the water.

#2 if you were on the top of any modern cruise ship you can barely see the water around the ship so I wouldn't worry about it

Actually they say to throw in "anything that will float" and keep your eye on the person and keep pointing toward them.
