We were in E720 on the Sapphire Princess...to be honest, the noise from Club Fusion WAS a problem. It was like someone banging the inside of your head with a hammer. I called to complain to see if we could move cabins but the ship was sold out.
It may have been that we just happened to be right above a speaker, I don't know. Also, we did tend to go to bed early (midnight-ish) everynight.
But also, yes completely covered, wonderful balcony, really worth it.
I do not know which ship you are referring to. However, I went on the Diamond Princess in E-728 which had a completely covered balcony that was approx 9' x 15'. It was a huge extended balcony with the mini-suite. I loved it! There was no noise from the Fushion Bar. i was also concerned at first.
