Grand Princess Emerald Deck Question

We have a cruise booked on the Grand Princess in an Oceanview Double with Balcony room on the Emerald Deck. Is this a balcony that can be viewed from up above? I noticed that some of the deck's balconies could be viewed from above and wanted a little more privacy. Also, are there designated smoking rooms? My wife is very allergic to cigarette smoke and I would hate to be put in a room that had been used by a smoker.

Any information about the above questions would be greatly appreciated.
