I read that there are safes in all cabins. I'll be sailing on the Emerald Princess and will be lodging in an interior cabin. What are roughly the dimensions? Will it be enough to fit a netbook computer 12"?

Well, no, not really. Most of the safes have room for passports, tickets, money, jewellery and that is about it. I don't think your computer will fit.
We have never had second thoughts about leaving our computer sitting on the desk in the cabin. Incidents of theft from cabins are extremely rare.

I've been traveling with my laptop for about 12 yrs, and have never had a problem simply leaving it on the desk. As does Mrs. Kuki with her Kindle.
There's no reason to try and squeeze your netbook into the safe. Keep it for storing your passport, cash, jewelry and other valuables.
I need to parrot all the others in this thread. Like Kuki I have been taking a laptop since my first cruise in 2000. I didn't need it for Internet access but I was a work-aholic in those days.
In all of those cruises I have never had an issue. If you put it in a drawer when you leave the cabin that is all that's needed. The room stewards aren't the ones that would take your laptop. The risk, and it's a small one, is that a passenger may walk by when the steward is cleaning and grab it if it's sitting in plain view.
To give you an answer to your question is: No, the in-cabin safe will not fit a netbook. Use it for your passports, cash, wallet and other important documents and jewelry.

I'll "parrot" like Mike. No, a computer won't fit in your safe. Use the safe for your passports, cash, traveler's checks, wallet, phone, jewelry, etc.
When I plug in my Kindle or my laptop I put it in an opening of the bedside table or a drawer in the desk so it's not very obvious.
As Mike said, the Room Steward won't steal anything, but they do leave the door open when they're cleaning. Just keep your computer out of sight as much as possible. The chance of another passenger coming by and taking it is about 99.9999 percent unlikely!

By all means, use the tiny safe for passports, wallets, credit cards, jewelry. Don't forget the code you enter in.
When I was guiding groups in Israel, I picked up a group of Arab-Americans at the Allenby Bridge from Jordan. I took them to the Seven Arches Hotel on the top of the Mount of Olives. On the trip up to Jerusalem, I told them to protect their valuables and to have their stuff put into the hotel safe. Most did not this. Within an hour, some had their stuff stolen from their rooms. This hotel is an Arab operated hotel. So, Arabs were robbing Arabs! There was nothing I could do. The Israeli police did come and tried to find the stuff, but no luck.
If you are cruising, why take a laptop? For e-mail, the ships have computers to use, at a very high cost. Perhaps a little web?? computer?
I'm not sure if it will fit your computer, but it did fit my ipad in its case as long as I put it in the safe "on a slant". It wouldn't fit laying flat. I hope that helps you figure out size.
I'm not certain if all the safes on different ships are the same size but this will give you some idea of the limited size. This was on the Emerald Princess.
I usually slip my laptop into the desk drawer to make the cabin a little less cluttered and easier for the steward to tidy.
