Default New RCCL infant/under 2 policy?

We've cruised many times before with Royal and in the past have taken our under 2 year old son.

We're looking to book a N Europe cruise on the Grandeur and they want to charge us full fare each now for our not quite 2 year old and our 16 week old. This is apparently a change as of 3/31/03.

The RCCL agent indicated we might be able to petition for a discounted fare. Does anyone have any experience with this? Any other tips?

In the past our infant was charged port charges and taxes which we consider more than fair for us. We are willing to pay SOMETHING significant to bring them, but considering the services they provide for 2 and under and the fact that we are only asking for a standard room we feel it's a bit unreasonable to charge FULL fare.
