Default sales tax

on an earlier post about soda cards they said you don't pay sales tax if the ship has
left port, Is this true for shore excursions as well?

I've purchased excursions online prior to boarding and have never been charged sales tax. It's true about tax on drinks if you are still in your port of embarkation but I don't think tax applies to excursions. I know it doesn't (at least in my state) if you prepurchase online.
