I cant't recall how ot was set up on Serenade when we were on her, but on the Voyager class ships, it's pizza 24 hrs. at the Cafe promenade on, coincidentally, the promenade.
I don't recall if it was available 24 hrs per day on Brilliance, but it was available. The real question in my mind is "was it edible?" If you are used to real NY style pizzaaria pizza, you'll be dissapoionted.
When we took Grandeur of the Seas (once last year and once this year), they had 24 hour pizza, which my husband took advantage of nightly. We just got back from a trip on the Voyager, however, and they did not have it, much to his dismay. I guess it depends on the ship....
Yeah, the quality is not that great. I'm originally from Chicago and, like New Yorkers, am used to some fine pizza (we'll leave the 'which is best' controversy for later). But both are good and the RCCL pizza is definitely not in that category. We had better pizza on the Carnival Spirit. While it was definitely better, again, it was not that great either. So, don't expect great pizza either way. But, it is something.
You have asked the same question on several cruise line boards and if this is your major concern go on Carnival where you can eat until you drop on every pizza imaginable.
That was one of the disappointments when we went on a Royal Caribbean cruise on the Monarch of the Seas. The pizza bar was only open for a couple of hours in the afternoon...now who is going to eat pizza right before dinner?? Made no sense to me....we got really spoiled with Carnival's 24 hour pizza!!! And they had speciality pizzas too that you could order...YUM!
Not to mention the calzones...

actually I have asked only on the royal caribbean board and the Hal message board. The reason I asked is because I am taking my teens with me and they loved carnival, they loved the pizza idea. We are considering a different cruiseline and I was just asking who has the 24 hour pizza. It is not a major concern by any means!
