They usually let you come and go around the clock, but there's not much open in the wee hours in many ports of call.

Of course, it's very easy to secure the gangway of a cruise ship -- and I have no doubt that all of the major cruise lines would do so in a heartbeat if a security threat or some other circumstance warrants such an action.

Interesting question. As was stated, I doubt that the cruise lines have any restrictions. It may be that the the situation would be different depending on the port and the host country's rules. For example, St. Petersburg requires one to go through immigration every time you leave the ship. We have an overnight stay in Barcelonna next summer. I'll bet you can get on and off whenever you like in the EU proper.

Not much in some ports, but casinos are usually open until the wee hours in most all ports that have them.

We are overnighting in Nassau and planning on some nightlife at Atlantis.
