from what I hear ( my first stay in a Prom will be this April on the Voyager) it is very quiet. The glass is soundproof ?? And the curtains are really thick to block any light. From what I researched I found it to be acceptable.

We stayed in a promenade room on the Freedom in Jan. I liked it so much, we booked the same cabin on the Liberty in Oct. great to people watch, no noise or excess light. enjoy

The Promenade staterooms are very quiet and can be quite dark. The one thing you should be aware of: while it's fun to look out and down at the activities below, people can also look up or across at you inside your room. So just keep that in mind when wanting privacy...

I stayed in a promenade stateroom on the explorer back in 1/2005. I think we were located on floor 7. It is quiet for the most part. The only time you really hear anything is when they have the two parades on the promenade. It is fun it sit up in your room and watch the parade go by. As Steve said, people can see into your room so just make sure that you close the drapes for privacy! I prefer a promenade room over a regular inside cabin. However, these days I am more into a balcony stateroom. It is worth the extra $100 or so.
