Yes they can, by not by guests. Ask your cabin steward on Day 1 to do this. You may wish to also go to Guest Relations to arrange this upon boarding. That way, it gives the hotel manager a bit of lead time to have this done right away for you.

Once we have them opened are we able to open and then close on our own, or do they then remain open.
Traveling with the inlaws, not sure if I want it open ALL the time

Patsfan: Once open, they'll probably have to remain open. The reason is that there's a special wrench that only certain crew members have. You should be able to ask your Cabin steward to close it or open it. But it is a special request, so I don't think it's as easy as a bed turn-down.
