Default Double Occupancy vs All berths

The Ship Review states 2 different passenger numbers. What is the difference in Double Occupancy vs. All Berths?

Double occupancy means 2 people per cabin. All berths includes the cabins which hold more than 2.

They are the reason you often see reports of ships sailing at 110% or more occupancy.

There are some cabins that will sleep 3 and 4 people, plus there are the family suites that sleep even more.
