Can anyone offer advice on best location of an oceanview or inside room for sailing in Oct for the New England/Canada cruise.
Deck 8 or Deck 9???

The difference in decks between 8 and 9 isn't really important. Do you use the stairs rather than the elevator? If so, being on a higher deck might be an advantage if you're climbing stairs to the Windjammer, pool, etc.
Since you're on a Canada/New England itinerary, you shouldn't run into rough seas. For that reason, cabin location isn't a big deal.
We always have a balcony, but that's personal choice. We know people who always have inside cabins, and are happy with those. If you can afford the difference between oceanview and balcony, by all means, go for the balcony. You won't regret it. I've always said, I don't want my tombstone to have the inscription "I wish I had gotten the balcony".
