I just called RCCL about this today and they said that they no longer require ANY beverages (even water) due to TSA restrictions. I took a cruise on carnival in September of 2007 and brought several cases of bottled water so either this is new, specific to RCCL or untrue.
Has anyone personally brought water onto RCCL in the past few weeks???
Cannot take it on the airline, but you can purchase it in the port city and bring it aboard. Always bring my diet MOXIE with me.
If it is in your packed luggage you can; just not in your carry-on.

"Twenty years from now you will be more disappointed by the things that you didn't do than by the ones you did do. So throw off the bowlines. Sail away from the safe harbor. Catch the trade winds in your sails. Explore. Dream. Discover."
It's understandable as to how and why alcohol is not allowed to be taken on board. Often times people have bought the cruise at incredible last minute savings. And, in order to recoup some profit they charge for the drinks. Alcoholic drinks have a large mark-up and profit margin throughout the service and restaraunt industry; on land as well as on shore.
Enjoy your cruise and happy sailings to you
