Because you will not have the same waitstaff each evening, by requiring tips "up front" they assure that all of the servers assigned to mytime dining actually do get tipped.
The staff rotates with, I believe, a week each month or so in the Windjammer. While working in there, they know they will not be tipped and, actually, provide little direct service. However, when they work the dining room and literally bend over backwards to serve, they surely deserve to be tipped.
