you have quite a few options, where are you docking in Jamaica and what t ype of tour are you talking about that takes 7 hours to Dunns River Falls? You can find a tour that is alot less time. You can take your little ones to the falls, they can't climb, but there is a stairway alongside that can accomodate an umbrella stroller. One parent would have to stay with the kids while the other climbs the falls, there is also a viewing area alongside the falls.
Mayan Ruins in Cozumel are not for little ones, if you want to take your kids somewhere in Cozumel i would recommend Channankaab National Park - nice beach, clean facilities, replica of the ruins, aquarium

i figured that you were docking in Montego Bay, that is why the excursion will take so long, you will be on a bus for almost 2 hours each way.
As far as i know you will be out of contact with your kids if you leave them in camp and you go ashore. The camp doesn't have cell phones, all they have are pagers, and walkie-talkies are only good for 5 miles max. If you don't have your heart set on Dunns River you might want to consider just going to the beach in Montego Bay - grab a cab and head out to Dr's Cove it is a beautiful beach.
