NCL Hawaii cruise travel document requirements

Hi, I wanted to take my husband to NCL's Pride of America Hawaii cruise, but decided to cancel because he does not have a US passport or Green Card. His petition for legal residency is still in process at the Immigration Courts, so all he has is a valid, government issued driver's license. In the many times that we have been traveling within the United States (including hawaii) he has been using his license for identification through airport security without any problems. This is why we thought that, since NCL's Hawaii cruise does not leave the US, it would not be an issue. NCL's website explains that, for US Citizens, "there's no need for a passport when you sail on any Hawaii inter-island cruise" We explained our situation to an NCL agent, and we were told that we would still have to show a birth certificate proving US citizenship. Although conceivably we could just try to board the ship showing only his U.S. state driver's license, we decided not to risk losing all that money should NCL not let him board. If you have first hand experience in a situation similar to ours, please enlighten us so we can decide if we should just forget planning to get on this cruise altogether (at least until he gets his green card). Also, please note that his current passport does not have a current US visa that would allow him to leave and return to the US.
