The cruise line sets a limit of $20 per day or $40 per day depending on the legnth of the trip. Older ships still use the systems that allow you to charge the tokens to your seapass account and recieve actual coin tokens, and other ships you activate your seapass card in the arcade, apply a certain amount of credits and then use the seapass on the games, yet another way is through the purchase of pre-paid (pre-set monetarily) arcade cards on select ships. You can always activate, deactivate and set limits at the guest relations desk.

The kids can override spending limits in the game room. It tells you right on the machine that puts the token amounts on your card how to do it and warns the prents that it can be done.
I think the best solution if your concerned about kids abusing their seapasses is to simply put their cards on a cash account and either regulate them daily or load it once and when its gone its gone.

I remember on explorer you had to precharge your card by swiping it, then adding $ to it. It works even if your card was never "activated" meaning you can buy items onboard with it. Games were pretty costly, over a dollar for a few minutes, so I can see kids running up huge bills quite easily if it is just on a charge basis.
