The best advice is to just go up to people and introduce yourself. Do not miss the teen events on the first night. It's always awkward at first, but everyone will feel that way, not just you. By the end of the night and into the next day you'll most likely have a great group of friends established.
I've never been on Carnival for NYE but I have been on another cruise line. There will most likely be some kind of countdown to midnight, deck party, and various other things going on around the ship. I just got off Carnival Liberty and some of the crew was telling me how much fun NYE is on a Carnival ship.

1. Reaffirming what Rebecca said... You have to put yourself out there. Say hi to randoms... guarantee it will all work out. But you have to be willing to let go of the shyness. Remember that your experience is only a week long and its unlikely anyone will remember anything too bad (if you really mess up socially). Otherwise, once you start meeting people, you'll get into it and you'll be fine.
2. Of course! Can't say I've done an NYE cruise, but check your compass and the teen events and meet up with your new friends and plan something too.

I've only cruised during summers, so I don't know what they do for NYE.
