Default Tip or service charge on POA

I have read in an NCL catalog that the $10 per adult per day is not a tip, it is a service charge that will be given to the crew on their 'non paid' leave. Does this mean I will need to tip in addition to the automatic 'service charge'? I'm not trying to be cheap, but this is my first cruise and I am just confused. Has anyone else run into this?
