You can check out the top-less decks on most CArnival cruises. Debbie, its just human nature for the adult male to want to see those sights, the chance any female going topless will have to take, its just the way it is.

Thanks to all who have told me about the top deck on Carnival. You may have just changed my mind about this line! But seriously, we men just naturally like to look at attractive women. Certainly, none of us gentlemen would ever overtly bother any of you who are topless, but if we enjoy a nice view, realize that it is a complement to your beauty, and not an insult.
Years back, when few cruise ships called in at Playa del Carmen, several hotels/resorts were topless (for ladies). I almost died laughing when a Cruise Ship Guy with a videocam was talking to his wife and companions, pretending to be filming dolphins when he was filming breasts, and fell into the water.
Some of the funniest sights my wife and I have seen it to sit on the regular pool deck and watch what usually turns out to be two males standing up on the topless deck talking to each other. One is facing the rail and one is always facing the topless deck and viewing as much as he can. They will then change places each taking thier turn! <> Sorry but I can't help but laugh at these tactics as they are so phoney! After cruising so often and traveling to so many nations where topless, and sometimes bottomless, is common, there just isn't any big deal. Sure I'll look, just as I would look at someones face, but I would even bother to turn around, much less walk up to another deck to take in the sights. Once you have seen one, you've seen them both. <G>
We were in St. Maarten last month and took a cab to Orient Beach because we heard of the Tiki Bars on the beach and thought that would be fun. When we got to the first one we discovered the nude beach next to this one kinda "spilled" over onto the beach we were at. A man was sitting at the table next to us fully nude and I did not object to my wife's interest. What's the big deal? I say if you object to viewers then you shouldn't put it on display. And if the topless deck is only for females then that is discriminatory.
Why go to the top deck. Just got off the 11 day Grandeur and it was all over.We had lots of europeans and pleanty of strings,bananna hammocks,suits bunched up into the rear crevace as to fully expose all of the rump roast,tops undone everywhere,and one woman changed from a one peice suite to a string right on deck in front of anybody who would watch.So guys,always carry your camers to the pool deck.This cruise gave a new meaning to pool games for us .
Having been on numerous cruises,I can say yes, I have been on the "topless" decks, not to "rubberneck" as you put it, but because it too is a part of the ship and open to all.On more than one ocassion I have sunbathed there, again not to "rubberneck" but because it offered more peace and quiet. Many times I would be the only one there. I guess the women who showed up after I was there came to "rubberneck" me? If you don't want people to see your --- then why show them? Everyone has a right to go to the topless deck and to think everyone is "rubbernecking" you is a little vain?
At Sandy Hook, NJ there is a well known large public nude beach. Amazing thing is that it seems, judging from the number of boats anchored just beyond the breakers, that the fish are always biting there too. : D
