I think the thought process behind buying insurance can sometimes get in the way of common sense as well. Most people planning a cruise are thinking only of the fun they will have and looking forward to it, and aren't really considering that there could be things that prevent them from being able to attend the cruise.
Also, there is definately some entitlement thinking at work here where people think that if something bad happens to them, the cruiselines should undersntad and reimburse them.
I think the only things you can do here, are to have the Travel Agents really explain the benefits of the insurance, or just add it to the price of the cruise. IMHO
