You are right, I've seen it both ways. Money doesn't equal manners. I've seen low income people who have had the best manners and high end business people who basically walked over people without a second thought. I have also seen the opposite.
It's just how you have been brought up or where your priorities are.
The one thing that always has bothered me is the saying. "Don't apologize, it shows weakness.". Sorry, it shows you have the maturity to admit you were wrong or caused hurt to another instead of the stupidity to continue to make a fool of yourself by covering up or ignoring your mistake.

I will never forget as a young teen, going to a home in Victoria, Canada. The lady's elderly father, who was actually a Boer War vet, 95 yo, personally escorted each one of the females from house to the car, holding an umbrella over our heads to protect us from the rain. A very classy old Brit.

Shrug, it isn't true that any particular nationality is "stupider", as all human beings are the same. However, it is true that the education system in the United States ranks near the bottom of the first world. The evidence of this obvious, as you have observed.
In Texas, they have actually dumbed-down history textbooks to fit regional biases. An actual chapter is now titled "Abraham Lincoln: Kentuckian or Kenyan?".
