Yes it is but as I said it would have been much worse if a lot of people hadn't done the right thing. I think the biggest tragedy, based only on what I've heard and read, is that there was no real direction from the top and no one truly took charge.
It is hard to get direction from the top when the man in charge is sitting in a lifeboat!So actually if there was a lacking of communacation from the top the crew that stepped up and did their job and helped get 4000 people off the ship not only did their job but performed well under presure! My hat off to those people!
