Better in terms of?

Each one has it's positives:

Club O2 is the main offering at Carnival for 15-17 year olds. All ships have a dedicated O2 area, and a teen director chock full of ideas on how to make your cruise a little more fun. While amenities on Carnival donít quite match up to Royal Caribbean, thereís still plenty to do onboard, and Carnival prides themselves on pure fun.

Norwegian is often overlooked. "Entourage" covers teens 13-17 and I really can't say too much about it.

Remember that no matter what ship you pick, it's really just going to depend on who you sail with. Especially between Carnival and Norwegian.
