A passport IS required on the cruise you are taking to Hawaii. The island of Fanning requires passports since they stop at that location, regardless of whether you get off or not. Here is a paragraph from NCL's website:

The following entry requirements apply specifically to U.S. and Canadian citizens returning to the United States from Canada, Mexico, Bermuda and the Caribbean. They do NOT apply to NCL sailings to/from/in Europe and South America, as well as cruises from Hawaii calling at Fanning Island, The Republic of Kiribati. ALL passengers on these sailings must have in their possession a valid passport to cruise.
