Does Canadian customs check passport when leaving Seattle? In Victoria?

Yes to both questions.

The simplest way to view '' passport '' requirements is to have
one, ALWAYS, wherever you go , and take for granted a custom
or immigration agent, anywhere you are, is bound to ask for I D.
A passport is the 100% best I D document you can ever have.
It will cover ALL eventualities ( except when a VISA is also requested ).
