you probably should call carnival and ask that question to make sure your not going to get to your destination and then not be able to get your niece onboard, dont totaly accept the advise you get on this board.
She will absolutely need a certified copy of her birth certificate (get it from the county she was born in (not the "pretty" decorative one from the hospital) and her drivers license. I would call Carnival on whether you'll need the letter since she's not 18 and doesn't have your last name, it might be needed. Hope you all have a blast!

Definitely call Carnival. I believe her parents will need to write a letter stating you have guardianship over her and that your responsible for all of her actions while onbaord.
Yes, you will be required to show proof that her parents know of her traveling with you, also she will need to have an original birth card or birth certificaten as well as a valid photo ID due to her being over 16 years old. Make sure she has either a drivers license or state-issued ID with her at all times as it will be required with her Sail and Sign card in order to embark and disembark the ship in all ports.
