In general, Camp Carnival is very strict about their ages. However, this kind of situation comes up all the time (probably several times every week).
I suggest that you talk with the Camp Carnival Director in your sweetest "is this possible" voice and see how it goes.
If (on your cruise) there are 600 kids in 12-14 and 100 kids in the 9-11, the answer will probably be no...because the 12-14 are already overloaded. However, if the 600 kids are in the 9-11 and the 100 kids are in the 12-14...they may be glad to move her up.
Camp Carnival orientation will be around 7pm on Embarkation night. The time and location will be posted in your Capers waiting in your cabin when you arrive. There will be one sheet of paper to fill out on each girl. (allergies etc)
Each age group counselor gets a list of names and ages for their group on a manifest from the main office.
Ask them at that time, if the move is possible.
Believe me, these counselors want your cruise to be perfect and if there is anything they can do...they will. However, sometimes it just isn't possible. So IF the answer is no, understand they have a valid reason.
I would talk to the girls ahead of time and explain that (just like in school) they may be separated and if they are...they will still have a great time!
