You pay.... it keeps people from "saving" the lounge chair for the whole day... whether they are using it or not. If I don't see any body using the chair ( no personel stuff) I grab the towel, use the chair and have a new towel for home.
amandaM-how long do you wait to see if there is "no body in the chair?" I mean-for ex-if Mark & I had a chair he might not have personal stuff on his chair next to mine & a person might be in the pool or getting something to eat. In anycase...It is rude when people save the chair for the entire day but I don't think I would take their towel in the fact that they would get charged $22 for it being taken no more than I would walk up to their wallet & take $22 out of it. We are taking a few of our cheap old beach towels anyway so we don't have to worry about it when on shore.
