Default Cruising with a toddler?

I am considering travelling on Carnival's Holiday ship with a 2 year old. I am very worried about the decks and the railing. Do others travel with toddlers and what types of safeguards are there to ensure they don't fall overboard?

You might want to post this question under the carnival discussion topic so that those most familiar with that ship can help.

I was never on the Holiday, but most of the ships are similar in design. Technically, the kids could climb through the railing and fall from the upper most outside decks. But there was a solid border along the base about 1 or 2 feet high then the rails. The Lido deck had full length walls with glass windows. Below the Lido deck, everything is inside.
