Cruising to South America

We are taking a cruise to South America, arriving in Sao Paulo Guarulhos Airport. Cruise ship leaves from Santos, Brazil. Looking for a good hotel in safe area. Do we stay in Sao Paulo or got to Santos?? Can someone recommend a good hotel. Approximately how much for taxi from hotel to cruise port? Any help would be appreciated.
