Because I asked a Royal Caribbean customer service representative about it. I asked because I noticed Mariner did not have any.
Personally, I found them to be a little frightening (Just Kidding!). I think they were the stage performers or else cruise staff made to do a little extra work on their nights off. Or sometimes they were cruise staff (stage performers wouldn't be so bulky).

Wow I love those guys too! I'm going to miss them on future RCCL cruises.
To me they were so funny and made me laugh and I looked forward to seeing their little show right before the headline show and they do fun stuff in the promenade. :evil:
