Just got off the telephone with my Travel Agent. We will have to postpone a cruise that is set to sail in mid-December. My Agent said that RCCL policy is that if we do not book another cruise at the same time we cancel the December cruise we will lose our deposits. WHAT? I thought we had the freedom to cancel or re-book up until 3 months before the actual sailing. Is this something new?
Call your TA back - you've been given misinformation. First of all, you arn't cancelling - you are changing. The policy change has been in the length of time to final payment. You now have to pay 5 days earlier than before.
Sorry - just re-read. As long as you arn't in final payment you can cancel. Is it a holiday cruise? That doesn't have quite the same time frame.

That doesn't sound right to me. Could be your TA is just trying to get you to rebook your cruise quickly. If you haven't made final payment yet, you absolutely should get your deposit back.

Out of interest in the UK if we book with say...P&O we pay a deposit, 10% usually, if we cancel we lose it, if we want to book another we have to do it then & the cruise has to be of higher value than the original.

Yes, I knew that - makes it harder to book as you really have to know what you want. From what I've been reading recently the insurance companies/government want to abdicate on their responsibilities. I would think if they can do that your whole position should change.
It's also why I have some English clients. They can't always make up their minds as to what they want and will cancel or change cruises frequently without penalty.

Most holiday sailings have a final pmt date in September.
If you cancel past final pmt date you are subject to penalties. Before that: no - unless the agency has their own written rules.
