Best to start off with deciding which the area you want to camp out in.
I prefer to stay in quieter streets and walk to sites.
I stayed in the Hotel San Carlo near the Spanish Steps. Charming, quiet street, friendly great service for fair price. Will be returning this year to stay with them. Found it last year on TripAdvisor. I had stayed in another hotel for a few nights neat the Imperial sites and was displeased with location, noise, lack of lighting.
If you belong to a hotel loyalty program then I might suggest the Hilton overlooking the Vatican. Or the Intercontinental which is at the top of the Spanish Steps. Both are great locations for sightseeing.

I used the Metro to get around the city. So I would check for a hotel near a Metro station. Since I hated my Roman hotel I will not recommend it here. The good things about it was great contential breakfast and close to the metro station. At the Termini train station (which is a metro stop) you can catch the hop on hop off bus. It's a great overview of the city.

Here is the metro map. Trust me cabs are scary in Rome. We took a cab to the Vatican and the cab driver almost hit a man in a wheel chair in the cross walk. Both hotels are on the red line San Carlo is near the Spagna stop and S. Anna is near the musei vatcani stop. I hope this helps you.
