meeting people

i think i'm going on a cruise w/ my fam this summer after i graduate. i'm 17 and i have a sister that's 13, and i was just wondering apart from her where i can find people to chill with. last cruise i was on i went w/ a friend and we couldn't find very many teens. we tried the disco but they were all too young during the teen time, and too old afterwards. i thought being on the carnival triumph we'd find a ton of people to party w/, but maybe we were just doing something wrong. any thing i can do different this time? thanks

ok, i'd also like to know how you guys get away w/ the partying! they were strict when i was on the triumph about serving us drinks and we went with her parents on the islands so we couldn't do it there (grrrr). where do you drink?? where do you have fun?? i need help!
